When I run in the cold I layer. Try a thinnish jacket that you can take off and tie around your waist mid run. Haven't run on a treadmill for a while, but it's certainly easier when conditions outside are nasty - and it is easier on your joints. It's also easier to control speed/slope etc. However, running outside is more interesting - so it depends on whether or not you need distraction from the pain to be ...
