A few thoughts…
Have you tried to use a gradually increasing interval plan like Get Running before? I know that people who have previously suffered with Shin Splints have found that the gradual increments in Get Running have not caused them problems.
You say that you've bought new shoes before, but have you had those shoes fitted for you, and perhaps had a gait analysis?
Finally – I've recently got in to running in "barefoot" shoes – I use Vibrams' five fingers (they look very silly, but I like them). A number of runners have moved to barefoot running because they've had injuries, and running barefoot they don't get injuries.
You could perhaps give this a try. I's quite a big outlay to go and buy "barefoot" shoes, but if you have access to a treadmill, then you could run barefoot (without any shoes at all) on that, I think. Or if you are near a nice grassy field (free of glass), or a beach, you could try it out on that too.

I have tried gradual running since I am not good at it. Also I have not been fitted for a shoe and I have heard this as a suggestion before.

I have shin splint problems too, even while doing the Get Running program.
It's always always ALWAYS very important to stretch after you run. I know it hurts, but you need to do it! The Get Running app doesn't mention it at the end of each run for nothing!
A second thing I do after my runs is ice my shins for 20 minutes while elevating, and take advil/ibuprofen. Later in the evening I will get in the hot tub if possible. You can also alternate between ice and heat, but that's entirely optional.
You need to get your gait analyzed and get fitted for proper shoes as soon as you can, that will help tremendously. Once you get your gait analyzed, you can talk to them about barefoot running, see if it might work for you. If you go to a running specific store, it's way better than going to Dick's or your big box sports store, because at the running store, the people who work there are real runners, and know what they are talking about.

I just recently was fitted for a custom insole which I am sure is going help. I also happen to have a vert high instep. Due to past shin pain now I have a pain on the inside of my leg/calf probably as a result of the nursing the shin. Thx for sharing your experience. I will do the icing and pain meds.
